I would like to note that I tried the addon Request Control (https://addons.mozilla.org/en-US/firefox/addon/requestcontrol/) and it appears to have the same issue; it works fine on desktop but not on Android.
Agreed. I want to use this on Android, but it doesn't work. Meanwhile a similar but less advanced cleaner, Link Cleaner, does work on Android.
I've made some changes to make it work in Firefox on Android. Also added the on/off indicator. For me it works fine now. neaturl-fx-android.zip

It seems this may never be resolved due to new Fenix addon restrictions. Closing for now.
I was planning to fix this, but then Mozilla decided addons were not a priority on mobile.
Why closed now?
Mozilla restarts extension support in the new Firefox for Android just now. At least, Mozilla is working on enabling support for persistent loading of all extensions listed on addons.mozilla.org (AMO) on Firefox for Android Nightly.
Please make it compatible with ff for android. I'm willing to help!
As far as I'm testing Neat URL on Fenix Nightly, it seems to work properly.

On the latest version of Firefox for Android, v62.0.3, Neat URL doesn't filter anything, even non-custom parameters. As you can see in the screenshot at the bottom of my post, the utm_source parameter doesn't get filtered. I've experienced this issue on multiple websites, not just truthdig.com.
I searched the open issues for Android, but only found one and it was talking about custom parameters, but my issue is about all parameters not working.
