Open Chrome in incognito mode with only the Neat-URL extension loaded.
Paste in the test URL into the address bar and press Enter. The cxt garbage should be removed the first time.
Now, in the address bar, type google.com, and press Enter. After it loads, paste the test URL into the address bar again, and press Enter. Check to see if the cxt garbage has been removed. If it hasn't, you've reproduced the bug. If it has, iterate loading google.com and the test URL in this tab until you've reproduced the bug.
This issue only seems to apply to Chrome, not Firefox.
