move everything in plugins/base16 to the root of the repository #1

...so it's possible to use lpm with the plugin and it's easier to install manually

You mean move base16 dir to root?

not the base16 directory, everything inside of it then delete the plugins folder and update the commit in the lite-xl-plugins repo
