update GitHub/TOX testing to Django 3.2-5.0, Python 3.7-3.12 #632

Update of the testing matrix to: Django 3.2-5.0 Python 3.7-3.12

@jrief @SmileyChris Would it be possible to look at this and #626 to ensure Easy Thumbnails would work in Django 5.1?
