[Suggestion] TConstruct Blacklist #9

I'm not sure how simple of a suggestion this is, however, I think it would be useful to have a "Material Blacklist" for TConstruct Crossbows that the Raids Backport uses, since some materials might be REALLY overpowered for Pillagers to have. (Could also apply to the loot that generates in their outposts too, just in case packdevs want to control that too.)

Sure I could do that at the moment it's only a 1% chance for the fully random crossbows to generate or be given to a raid pillager, but I could make that slightly configurable, most pillagers and chests have crossbows that are some combination of wood and iron.
