You can only scroll with the scroll wheel in settings (both program settings 
and project settings) if you are over an element (text, button, etc.) and you 
can't wheel-scroll if you are over the background.
I assume that either items need their own backgrounds or the master container 
needs its own background to enable mouse focus and scroll wheel scrolling.
