YouDescribe does not handle scrubbing (or Skip Forward/Skip Backward) into an inline description correctly

Click "Play", wait until playback starts, then click "Stop", then "Skip 
Forward". Playback starts 13 seconds into the video, but the inline clip which 
should play for almost all the video does not play.

In general, skipping to a place in the video which is during, but after the 
start of the inline clip, means the clip is not played. It should be played 
from the correct point in the audio clip.

Depends on knowing the duration of an inline clip, to know whether we 
scrubbed/skipped into it or not.
