We need a way of removing unwanted descriptions. For example, there are already
a number of videos that include only test audio clips such as Steve's "the
difference between vectors and scalors."

As new describers sign up and record descriptions, the need for a quick way of
removing unwanted content from circulation will only become more important.
If done right, the tool should leave all clips in the system, but somehow set a
flag for that video as being private, unpublished, or otherwise not for general
consumption. I believe we already have a flag for this purpose in the database.
We should make sure that the API is respecting this flag.
In the short term, we need a way of simply turning off all clips associated
with a particular describer. This will let them go back and record a real
description if they want.
The long-term plan clearly requires more discussion of Admins, admin
privileges, description permissions, etc. For the short-term, we will need a
way for privileged users such as us to remove unwanted descriptions from the
public view.
