Add a button to allow a user to Tweet, via Twitter, to request a description of a video

When the user is viewing a video in YouDescribe which has no description, there 
should be a link or button to send a Tweet requesting that the video be 
described.

Optionally, it should also be possible to request a better description of a 
video which is already described.

I added this as an enhancement request, but Josh had already started doing the 
code.

Please integrate the changes in:

youdescribe.org/owen/player-tweet.php into the /test/player.php.

(You may want to edit the direct reference to youdescribe.org in the change to 
use the variable you set in urls.php?)
