tt2tdb() had wrong period #36

The scaling inside of the sinusodial was wrong, resulting in an incorrect periodicity of the TT-TDB time difference. Overall, this resulted in an error of up to 3.4 ms compared to what it should have been.

The fix is on the main branch, and will be included in the v1.1 release around September 1, 2024.
