Clearcasting (mage talent Arcane Concentration) #362

Clearcasting buff granted by the Arcane Concentration talent doesn't works for Ice Lance ability.

Also there are some issue with the way this buff works, the same issue as warlock's Fel Domination bug so fixing this will also probably fix FD bug:

If you start to cast non-instant spell while you have Clearcasting buff and that cast getting interrupted in any way (you cancel it, you got CCed or simply interrupted) - then the next !instant spell that should not consume this buff (absolutely any instant spell or even racial or trinket use) will simply remove that buff.
