Django app instead of project. #1

I suggest we concentrate on creating a django app, and leave the project files out of rcs.

This allows for a more modular debate app which can then be used to add the debate feature to existing django apps/sites

I think the project (debately official site) could be maintained in the RCS, but should not be assumed to be the default project.

Just the app is now stored in this repo.
