This PR addresses the following:

Adds the ability to provide an LSF-specific configuration file for specifying rule-specific cluster parameters. Read more here. [closes #7] [closes #13 ]
Change the naming of the cluster log file path. [closes #14 ]
Add CONTRIBUTING.md document.
Update the README with all of the recent changes.
