I kept random encounters at 100 % & drop rates at 100 %.

was able to travel safe and also had no drop from encounters I had as well as defeating enemies.

Game version - 1.3.0K

Using UMM

There has been bunch of patches after last update so probably just some issue with them. I don't currently have time/interest with WOTR, might come back after the new dlc and check it after that.
