Sometimes it says:
No players of lower or equal immunity found when I try to ban by steamID.

I noticed this too.  I was doing

!ban STEAMID 15 New Life Rule (NLR)
and
!ban "STEAMID" 15 New Life Rule (NLR)

obviously STEAMID was an actual SteamID.  It said the error in the original 
report.

I found out that this only happens when I try to ban through RCON.

Rcon: "ev ban STEAMID 1440 "reason""
[EV] Console -> No matching players with a lower immunity found.

This is still an issue, I can't do this either and I'm set to owner.

"ev ban STEAM_#:#:######## 0 test"

produces this error

No matching players with a lower immunity found.
