Cookie component - unify element #494

We have 2 variants of cookie message component: Default and With Button. I think we should update at least naming - both variants have buttons (Default has icon button, With button has Text + icon button). TO DO:

Consult Alpaca cookie design with designer
unify/refactor variants in component
