Add GitHub Action, Lint whitespace, Format setup.cfg

• Identified and rectified several whitespace issues across our codebase to ensure code quality and readability.
• To ensure consistency with the setup.cfg file, I used a configuration formatter (setup-cfg-fmt).
• Added Dependency Review GitHub Action
• Only running pytest on 3.10 for now, will need to revamp tests and consider scaffolding with database

These changes will be helpful if we wish to add more CI to this repo.
