Rewrite Romfile file name parsers

• Rewrite romfile filename parsers to use Pidgin based on https://github.com/SnowflakePowered/shiratsu/tree/master/shiratsu-naming/src/naming

828 removes parsers from the core API. Filename parsing work is now contained within Bunkai as a plugin dependency.
