Fix LY/QY for alpha particles #10

Verify that for alpha particles and other hadronic interactions (like neutrons, ...) we are using the LArQL model

Fixed introducing an uncorrelated tratment of ionization and scintillation for high LET particles in the refactoring of the SLArIonAndScint class (commit b93ceb96) see also slides on the indico

Double-check ionization yield for alpha particle. Recent MicroBooNE paper on Rn contamination uses NEST for α particle charge yield.
