Vision service #17

this is a bigger merge but has high priority. Vision is now runnable as a service. There is a msg definition for detected objects, which should enable easier integration with Ocado later on.

Elod tested the code on the WAM experiment.

This merge affects ec_grasp_planner, vision, ans soma_utils repos.
