Created simple AUTHORS.md in English and Spanish.

I just saw this in the old TODO.md file and did it. I have no strong opinion on whether we should have one of these or not. @jpadilla Want to just delete this and pretend it never existed?

I'm in favor of not adding this, since it might get stale at some point. The Contributors section is probably enough.
