Monthly bill is currently at $29.

Postgres (Hobby Basic) = $9 SSL = $20

If we upgrade to Hobby dyno($7), we can use Automated Certificate Management for free which would also lower the monthly bill to $16.

Agreed. Did we ever upgrade the dynos? I thought we did that about a year ago.
