Add links in archives download page #31

All of the link URLs are set to TODO on the archives download page: https://soar.eecs.umich.edu/downloads/soar/archive/.

I believe that all of the old Soar versions listed here should be in the website-downloads repo in the Archives folder. The links should be the raw file ones, so they should all start with https://raw.githubusercontent.com/SoarGroup/website-downloads/main/Archives/.

It might be helpful to add the changelogs of the release-support repo to the downloads?

That's a good idea! I think I would rather have them somehow directly viewable on the website, even.
