Patcher no longer seems to pull updated textures #61

The patcher doesn't patch files in the github repositories. Unzipping patched texturepacks reveals that files existing online were not downloaded and according to the patcher, everything was last updated in July of 2017

I mess around this past Saturday, and made a proof of concept patcher. https://github.com/Soartex/Texture-Patcher-v2/releases/tag/3.0_dev1

You might find it useful in its unfinished state.
