Fix Docker Compose Setup

• Fix docker compose setup
  • Pull from external code server instead of setup here for more accurate testing
  • Fix networking setup between images
  • Update Env Var Sample File to more closely match actual usage
• Fix Github actions so that they auto build and auto deploy
  • Used for Dagit and Daemon instances in the infrastructure
• Updated Libraries to more recent versions
  • Python 3.10 -> 3.11
  • Updated libraries in poetry to more recent.
• Updated documentation to be more clear
