Log created by pipeline code (after creation of la-agg) is loaded into appropriate LA file storage so that it can be mounted to user interface to enable LA users to view and download logs

[ ] ability to split LA files based on role #61
[ ] splitting infrastructure to two #73
Tasks to complete
[x] Patrick and Matthew to identify log created that needs to be moved (the log file created at the end of a cleanfile process)
[x] Log file needs to be written to the LA's folder structure to be with input files for dataset
[x] Log file needs to be written to the hub folder structure in logs folder
