Upload existing input files to London platform

London will want a one-time upload of all of their existing cleanfiles to the new platform.

This will require:

• [ ] the regional hub to be able to upload to the platform (as multi-LA organisation)
• [ ] the files to be available to where cleanfiles are created by the pipeline, so that they can be incorporated into new la-agg/pan-agg files (NO LONGER AN ISSUE, AS RAW INPUT FILES BEING UPLOADED INSTEAD)
• [x] the files to be available to where the hub access their files (AS PART OF NORMAL PIPELINE PROCESSING)

Files need to be renamed to follow our new convention

Will need to:

• [ ] have a signed DPA with London Councils
• [ ] Add London Councils as multi-LA org with all 33 LAs listed
• [ ] Provide them access to the LA UI
• [ ] London Councils upload
• [ ] We monitor processing and LC review outputs through hub UI
• [ ] We remove London Councils LA account
