add two missed deps for sfs3 #23

I needed to add these deps to successfully create the Debian package. Once I installed the native deps, it completed successfully.

Any reason for pulling Test::Refcount as a CPAN dep, instead of a Debian dep on libtest-refcount-perl? That's been in Debian for aaaages now.

Hmm, probably because I was doing things as not-root and it was just easier to use the CPAN dep instead of sudoing up :) No real reason. It can be a native dep if that's better for whatever reason.

Not merging this as such; rewrote it in spirit in 90ebdcec37210e0f2818f03edb23117c9d458d3f which also includes the Socket dependency.
