Added TTS support for German (de) #70

I tried it and the docker environment should work. I would be grateful if someone else test this first. I did test it and it works fine. You can talk to it in English and it should return a German audio to play as it is supposed to do.

You maybe want to check out ghor.io/coqui-ai/tts image. It has a few more languages but i haven't cheked them out yet. They probably aren't as good as the german one tho. @SociallyIneptWeeb
