Figure Out Skill Implementation

Next big thing we need to work on for characters is skill implementation

There's an entire section that we need to figure out how to convert into something that can be represented in the db

Created a google spreadsheet, filled it in with all the data and information and got table structures figured out.

Next need to create a game plan on how this should look and work in app, and create additional tickets

With the spreadsheet, we can now at least get the EF Core stuff in place
