Add Edit Expression Functionality to API / Frontend #166

Frontend will have an edit icon in the nav menu, it will also have an add button as well

When you click either edit or add, it will bring up a popup dialog, where you can edit the basic information about the expression, including draft status

In addition, this PR will implement the API layer as well

I also want to look into the permission side of this as well, lets get this functionality behind a user role
