Implement the interface defined in #42
Should have a defined timeout after which roots are considered valid.
Keep a set of watchers who are allowed to trip the fuse for a packet and stop its execution.
Maybe also include a global fuse to stop all execution.
Fee calculation can be done under #45

Add admin function to withdraw and distribute fees.
We will add proper onchain distribution later.

Since we are using same switchboard for multiple source chains, should we make timeout source chain specific? Or should we make multiple switchboards for different timeouts? Lets keep the impl as it already is in current iterations.
