Update the F# version to 3.0 #146

Update the F# version to match the functionality of the C# 3.0 version.

This is currently being implemented. An untested version of the F# 3.0 code has been committed if anyone would like to give it a try. I am working on completing the tests and adding the examples.

Both the C# and F# versions have been updated to 4.0.
