Arguments are not sorted correctly for international characters

• Unicode sorts å,ä,ö as ä,å,ö but in swedish it's actually å,ä,ö, the wanted order is the one used by the swedish language.
• Use java.text.Collator to sort arguments to take locale specific characters into consideration
• Arguments could even be sorted in a natural manner but numbers shouldn't be common enough in argument names that it would be worth it. See http://weblog.masukomi.org/2007/12/10/alphabetical-asciibetical for more discussions.
