increase number of unprocessed payloads from 1000 to 10000 #66
For device-management-lora, we found this case:
the lora physical device is sending payloads before being configured in c8y (no codec)
When the codec is set, many payloads are unprocessed, only the 1000 latest ones are processed, the older ones are skipped
