API refactor: /recentVulns #153

Update the /recentvulns endpoint to run the given functionalities provided here: https://app.diagrams.net/#G1ZhVaJu0XKpyKtDhr2uqTQVVWg-X07XC1

these updates should utilize Java Spring, and be done in the API repo (Gotta wait for that to be prepared though)
