hf-20201115 needs update from v0.1 (with "Coinbase Rule") to v0.2 (no Coinbase Rule) - link to reference.cash issue #33

Hi,

I raised an issue on reference.cash but later found that this repo here seems to be more actively maintained.

The issue is as per the title, we have an obsolete upgrade spec in these repos which reference the "Coinbase Rule" proposed by ABC but which never took effect on Bitcoin Cash.

This is fixed in v0.2 of that spec which can be found here:

I'm raising this Issue for awareness until I can get around to raising a PR, which may take some time unfortunately. If anyone wants to do so in the meantime, I would greatly appreciate.

There is also a file describing the IFP, that can probably be removed as well.
