Added a cookbook folder with cookbook file and image of Jupyter Notebook bar #22

-Part of the Hacktoberfest 2024 contribution I have created a folder containing a "cookbook" file that you mentioned on discord outlining how to download and use Jupyter Notebook. I have took a screenshot and converted to png of the menu bar, although not displaying the image, I will figure this out. That or I will include it in the folder as reference, make a note of it and not include the image itself on the cookbook file.
