This PR gives the Cyan Frost melee weapon an energy swing (same as the 1.4.4 Energy Swinging Swords like the Excalibur and Terra Blade) with a blue proj color and blue sparkles. The projectile inflicts "chilled" on the target and has a chance to inflict "frostburn" as well.
