Bad Skill list entry breaks all skill lists #16

When a bad skill list is entered i.e. the json is not correctly formatted, it causes all skill lists to fail.

This has the effect of causing any filters based on any skill list to fail, with the end result that people are kicked from any smart group dependent on them.
