Remove `timezones` related logic #63

With v1.10.0 the aa-timezones app provides its own cog, since I feel it's better suited there.

A check has been implemented so that there will be no error when a "Time" cog is already loaded. The remaining logic for timezones has been removed, since it's not relevant as long as timezones is not installed. And now that timezones provides this by itself, it would be obsolete.
