closes #214

allow updates for:

sites: name, extra_parameters, all modeling parameters
forecast: name, extra_parameters
cdf forecast group: name, extra_parameters
observation: name, extra_parameters, uncertainty
aggregates: name, extra_parameters, description

What do you think about those restrictions @wholmgren?

Cool! Looks good, though why not also allow changes to all of the site parameters (elevation, lat, lon, timezone)? I don't see why we'd treat those differently from modeling parameters. Also aggregate timezone.
