Add reference PV data from NYSERDA #432

NYSERDA has a database of time-series data for a range of DER systems, including PV: https://der.nyserda.ny.gov/search/

We would need to figure out how much (if any) of the data access can be scripted, but the data itself seems useful. For example, here is the hourly time-series from a 3 MW PV system (https://der.nyserda.ny.gov/facilities/796/):

Cool, thanks! Clicking the download data button and watching the firefox dev tools shows a request that looks pretty scriptable once we figure out the ids of interest:
