add heavy line in summary table between observation, forecast, reference forecast

The summary table is hard to read when there are more than a couple of forecasts. The edited screen shot below shows an exaggerated example of what I'm thinking of.

Smaller font might help too, but we'd need apply that rule to all tables in a report. Currently we only do that for the Table of data alignment parameters.
