Alternatively, instead of hiding buttons when users don't have permission, we could disable them and grey them out. Maybe add hover text that says you don't have permissions so talk to you organization admin (assuming you have an organization) or direct people to instructions on the data use agreement. Both could link to different parts of the data sharing/admin page. That would improve discoverability for both affiliated and unaffiliated users.
