Lightning in TownEarworm scene #302

We used to have lightning - can we get it back and add it to the TownEarworm cutscene?

I did some digging, and found that the Lightning still work in Tails of Schala - start in the TownAfternoon scene and walk out to the road to see it in action.

Furthermore, all of the lightning code in the Environment Manager seems to have made it over into our game - it's just missing some piece that actually makes the lights flash in a scene.
