How to design explanation next to or wrapped around decision?

Plus, I'm not sure it's valuable to have UconRuleEnforcementDecision and UcpPatternEnforcement as an interface-instantiation pattern. Clearer names might help.

We also should remove the code duplication in the two methods of these classes.
