Set up permissions for GitHub actions to publish on npm #372

I recently migrated the Travis script to GitHub actions as per @timbl's request.

While the npm publication is currently in place (43ce93b181f19eb2f7750ce6871655dc3b9c590d), it fails because my npm account does not have publishing permissions on https://www.npmjs.com/package/solid-ui.

To resolve this, could one of the maintainers either:

Give me publishing permissions on https://www.npmjs.com/package/solid-ui
Adjust the settings of this repository such that the secret named NPM_TOKEN is set to an npm token with Automation permissions on solid-ui?
