Add config and init option to auto-configure the radio channel for the player.

Additional

Preserve radio channel after respawn/kit reload. (pos edit to ACRERadioSetup.sqf).
Allow group leader to change radio channel assignment with auto-update for current group members and JIPs. (considerations for fireteams vs squad level), via ace actions (during preop only?).
