[x] Make route module to route GET method.
[x] Improve Scriptable Request to separate GET / POST method.
[x] Add content type to scriptable response

I'm still not sure if it's good idea to serve static files inside the plugin JavaScript source.

We need to serve small-size static files (html, js, css) for game's operation tool. I think operation tool provided as Beyond plugin is good for the management.
